Component 1.4

Sub-component 1.4: Assessment of Education Quality (Total: BDT 621. 00 lakh equivalent to US$ 0.9 million)


This sub-component aims at measuring the quality of learning by administering internationally comparable and national curriculum-based numeracy and literacy testing on a sample basis which will be considered representative at national level. The findings of this independent assessment will provide feedback to policy makers and stakeholders to raise their awareness on the quality of education and adjust quality-related policies and interventions accordingly. The long-term vision of this assessment program is to build the appropriate capacity to mainstream the assessment system. Required financing will be provided in the areas stated below:


  1. Development of instruments for assessing the achievements of students in Mathematics and English;
  2. Administration of the instruments, processing and analysis of data; and
  3. Dissemination and feedback to stakeholders from central to community levels.

The above assessment activities scheduled under this sub-component will be executed by external third –party agencies. In this regard, it may be noted that the questionnaires on mathematics will be developed based on the Trends in Mathematics and Science Studies (TIMSS) for facilitating international comparison of achievements in numeracy skills. On the other hand the English questionnaire will be developed based on NCTB curriculum and syllabi.
