Component 2.2

Sub-component 2.2: General Stipends and Tuition for Girls (Total: BDT 7452.00 lakh; US$ 10.8 million)


The objective of this sub-component is to continue the stipends and tuition fees program until the PMT-based stipends program is introduced in 121 project Upazillas . The sub-component will be implemented by using FSSAP II stipend modalities. In doing so, supports will be provided in two ways:

(a) Non-PMT stipends and tuition program; and

(b) Pro-poor Self-Targeting (PPST) scheme.


Non-PMT Stipends and Tuition Program : Under this program stipends and tuition fees for girls (identical to the FSSAP II program) will be provided only for the second semester of academic year 2008 in all 121-project Upazillas, and both semesters of academic year 2009 in non-PMT Upazillas (61 Upazillas). Eventually, the program will be phased out in 2010 academic year. The eligibility criteria for receiving stipend are:

(a) maintaining 75 percent average attendance on half yearly basis;

(b) maintaining 45 percent pass marks on average in half yearly/annual examinations; and

(c) remaining unmarried till completion of secondary school.

Pro-poor Self-Targeting Stipends and Tuition Program (PPST) :


Under FSSAP II, a poverty targeted stipend program (for boys and girls) was piloted in 424 schools. These schools will be supported under the same scheme for the second semester of Academic Year 2008, and the institutions in non-PMT Upazillas for the 2009 academic year (about 200 schools) will also be supported in the same manner. The program will be phased out in the 2010 academic year. The eligibility criteria for receiving stipend are:

(a) maintaining 75 percent average attendance on half yearly basis;

(b) maintaining 45 percent pass marks on average in half yearly/annual examinations; and

(c) remaining unmarried till completion of secondary school.
